Arson is defined as the willful and malicious setting fire to, or burning of a structure/forest land/property.  To set fire to, or to burn means to damage or destroy with fire either all, or part of something, no matter how small the part.  You can act willfully when you do it willingly, or on purpose.  You can act maliciously when you intentionally do a wrongful act, or when you act with the unlawful intent to defraud, annoy, or injure someone.
